What to do if you can't afford to buy/rent Adobe software?

Is there any alternative to using Adobe Photoshop, or Illustrator? My budget is pretty tight, I know Gimp is a alternative, but what about Illustrator? Is there a better alternative to Gimp? Thank you in advance for any help.

If I need a vector editor I always use Inkscape, its free and pretty useful if you don't want to spend money on applications like Illustrator it might be a good choice.

If you don't need an vector editor you can also go with Pain.net. It is also free and useful if your budget is low.
