WHERE TO GET FREE DOMAIN AND WEB HOSTING?

Hi! I'm new to HTML and CSS. I'm currently taking the front end web development track. I'm a little short right now and can't afford to pay for a domain and Web hosting. Please advise on where to get the best and safe web hosting and to get a free domain. Please do provide the links also. Cheers! Thanks! :)
