Why do we multiply math.random by the difference between max and mind?

Can someone please break this down as simple as possible because ive asked multiple people and i STILL dont get it :(

So..

0.5 x (10 - 5) + 10 = 12.5

Why do we multiple the random number by the difference betwen your highest and lowest numbers? I really am struggling to understand the logic.
