Why does PHP require ' ' => ' ' for arrays instead of just : like Javascript?

This seems like really unnecessary syntax, but I'm sure there's a reason.

Because that is the Syntax, not all programming languages are similiar, many have differences in their syntax and many have similiarities.

It is kind of like asking why is English(UK Traditional) colour when it is easier to type/write English(US) color, it's just differences in the language :)
