When I try to set up rails it tells me that I need a different osx, does this mean that I can not code rails?

What you might find is that you need to install Xcode from the app store and open it once. The first time you open Xcode, before doing anything else it will install the Xcode command line tools. Once they have finished installing you can close Xcode, restart your mac and then you can try installing rails again.

869 PointsMavericks is fine to use with Rails. Try installing the Xcode command line tools as explained in my previous comment and you should be good to go.
