Why is display: 'none'; not working?

If a user adds a semester based on the # of rows the buttons to add or remove a row should either show or be hidden(if there are seven rows the 'plus' button should show and the remove hidden, and vice-versa if there are eight). I set the display: 'none' based on the number of rows, however, for some reason it is not working. Any help would be appreciated.
