If you;ve installed XAMPP, or another local developmet environment for php, it will have stored your php.ini file in a folder for that environment. I'm getting XAMPP is what you're using but you'll have to upload it to

xampp/php/php.ini.

That's the path for me from my windows folder in c drive.
