why it is "$db=new PDO(*args)" while "$mail= new PHPmailer"? why we don;t need the pair of parathesis for $mail object?

to create a new PHP object, are the parenthesis necessary?

If you are not sending the __construct function any parameters then no parenthesis are necessary.

$mail = new PHPmailer();

is the same as

$mail = new PHPmailer;

It is up to you to include the empty parenthesis for any future arguments that may need to be passed.
