if the Application state can be accessible to all components in the App. why not use that one but rather lifting state up?

I'm not 100% sure what you mean, but I will do my best! When Laura talks about "lifting the state" up, she is moving the state up to the Application level, which I believe is what you're asking about. Once the state is at the Application level, it can be passed down to all of its child components via props - which you'll see demonstrated in that video and subsequent videos.
Is that what you are asking?
