Wordpress php tags

Looking through Wordpress (Genesis) php files, I'm a little confused. Some blocks of php start with <? and end with <?php - shouldn't it be the other way around?

ex:

?><!DOCTYPE html> <html <?php language_attributes( 'html' ); ?>> <head> <meta charset="<?php bloginfo( 'charset' ); ?>" /> <?php

Curious as to why this is - can't seem to find the answer anywhere.

I think I may have figured it out :-) I just needed to go through the entire php file to understand, not just that one block of code.
