Are the words in quotes ("mail", "name", "user_password", etc,) just chosen arbitrarily by the developer or do they have to be in precisely that format in order to fulfill their desired function?

Those terms are completely up to you. If you wanted, you could give your input a name of 'banana' (though I wouldn't recommend it, unless it somehow made sense!).
Just make sure you refer to the names you give exactly as you gave them (i.e. when referring to an input with the name 'user_name', always check that your spelling, capitalization, and punctuation match exactly; you would see errors if you tried elsewhere to refer to that input by 'User-Name').
