where I can download a workspace that doesn't need internet connection to be used?

You can use a text editor like Brackets, Sublime, or - my favorite - Atom. These can be pretty powerful and vary fast with the proper plug-ins. Brackets is easier to learn, but isn't as quite as effective, and it doesn't handle back-end vary well (Ruby, Python, PHP). Sublime and Atom are vary similar, but Atom I find easier to learn and the UI is better.
