I can run xampp for some reason need to some help

16,963 PointsYou can open the event viewer from control panel>administrative tools. That may give you some more info as to the cause. As it says, a firewall may be blocking the port its trying to use, apache may not be installed correctly, or it might be missing the privileges it needs to run.
